Setting LOCAL_PREFIX for 3rd_Party installs does not work for linux

Steps to reproduce:
1. Edit utilx and change LOCAL_PREFIX for LINUX to something other than /usr/local

Actual Results:

Installation is broken as tools install to the default /usr/local but 3rdParty scripts try and use LOCAL_PREFIX where subdirs do not exist

Expected Results:

3rd Party installed to LOCAL_PREFIX.

There seems to have been some effort to make this work for OSX/Darwin. It would be useful for developers at to have different different locations for 3rd party tools for different versions of matterhorn and for continuous integration servers.
