No ACL in new series when ingested a new mediapackage with a new series.

Steps to reproduce

Ingest a mediapackage with a new series using the addZippedMediaPackage endpoint. The series mustn't exist in the core.
When the mediapackage is published, an anonymous user can not watch the video and the new series in the core doesn't have ACL.
I attach a patch to fix this bug.

@Karen. Your idea is better and more consistent, but It will take a while.

I can do a pull request with my solution today and I will go over the more consistent solution in the future.

ACLs are not in 1.4.3, so I'm going to remove that as an affects version... If there is a patch here please create a pull request to the appropriate place(s).

Not the Entwine ACL work, no. If you're talking about the series permission stuff in 1.4.3 then this might apply...

Yes, I am talking about the series permission.

We found this bug ingesting old mediapackages from matterhorn 1.2 to a new matterhorn 1.4.3.
