Steps to reproduce:
1. Add an event
2. Got to the access policies
3. There is a dropdown labeled "templates" but it is deactivated
4. I have not found a section where I can create such an access template
5. There is a email template, how does this relate to this template?
There is a new fileinstall configuration at etc/load/org.apache.felix.fileinstall-acl.cfg which scans for predefined access control lists at etc/acl/*.xml
These loaded ACL's are shown in the UI under organization in the Access policies tab and they can be used e.g. in the add event dialog as you described here.
The ACL templates can only created and edited by configuration and not from the UI.
