What is a template in Access Policy and how do I create it?

Steps to reproduce:
1. Add an event
2. Got to the access policies
3. There is a dropdown labeled "templates" but it is deactivated
4. I have not found a section where I can create such an access template
5. There is a email template, how does this relate to this template?
