Failed operations have TimeInQueue set to NULL

Steps to reproduce

1 Create a workflow that you know will fail.
2a) In the old Admin UI, inspect workflow and look at the failed opertion
2b) In the new Admin UI, look at detail,workflow operations,operation details for the failed operation.

a) In the old Admin UI, just the "time in queue" property is not displayed.
b) No details are displayed.

Obviously this is more severe in the Admin UI
This is due to the admin-ng/{event}/workflow/{wfid)/operation/{opId} not being able to handle the null value.
