Selecting the license in the add event dialog does not work. The three main problems are:
1. The translations are not used. Instead you will see something like EVENT.LICENSE.BSD
2. Neither BSD, nor CCND or GPL specify a single license. The version etc. needs to be specified.
3. The GNU GPL and the BSD licenses are meant for software, not for media. while in theory you could still use those texts, it make no sense to use them and is possibly harmful to encourage people to use them

Another question would be what the difference between rights and licese is.
The 3 first problems can be easily solved. I will start with the licenses list you provided as options.
About the difference between rights and licenses, this is also something unclear for me.
By the way, This ticket does not sound like a release blocker for me. The use of this field was already unclear in the old admin-ui.
We discussed it internally and came up with the idea that rights might still be used for something like a copyright notice apart from the license. So just ignore that.
I filed it as release blocker since the current state suggests to users to use GPL for media which they might select and which could possibly even be legally harmful in combintation with YouTube export, … but if it comes to it, I would accept a downgrade to critical if you prefer that.
In later releases we may consider adding a "policy" category to allow management from each institutions to attach their own acceptable use policy to the media. For example:
A link to this AUP or the entire policy could be added as metadata to each video. That way when student is watching the video they can easily click on the AUP link and read it.
