Videoeditor (Cutting) doesn't work on as part of a running workflow

Steps to reproduce

Steps to reproduce:
1. Apply workaround to so that the default workflow pause for Cutting and Review.
2. Create a event (eg by upload)
3. Click View button when workflow pauses for Cutting/Review

Actual Results:
Not video/soundwave preview

Expected Results:
Video and soundwave preview

The previews have been created and are present in the media package. The request to

GET /admin-ng/tools/{mediapackge_id}/editor.json

Fails with a 404, as it can't get the find the mediapackage, because the call

ToolsEndpoint::isEditorAvailable() only checks the ARCHIVE for the mediapackage

My misunderstanding of how the interactive editing is performed in the new interface. The workflow should be "Held" before publishing and then edited and further processed.

I still think that is an issue that the GET /admin-ng/tools/{mediapackge_id}/editor.json endpoint requires that preview media is archived. The video editor should be able to use the preview media in the mediapackage of the active workflow.
