Adding new users and modifying existing ones does not work with some browsers under Windows

Steps to reproduce:
1. In demo installation (http://testallinone.usask.ca:8080), log in the admin UI with Firefox or Chrome in Windows 7.
2. Select "User - add user" in the Organization tab.
3. Fill out all fields in the upcoming dialogue and press "submit".
An error message "The User could not be saved" appears and nothing happens. The developer tools show a "400 bad request" error, and verifying the forms data shows that no password was submitted (see attached screenshot).
A new user should be added.
Workaround (if any):
In Windows 7: using Internet Explorer what surprisingly works. In Ubuntu works with Chromium, too.
