Email workflow doesn't send email

Steps to reproduce

Steps to reproduce:
1. Configure SMTP service correctly
2. Add email WOH into workflow, see:
3. Start workflow and wait till the workflow reaches the email WOH

Actual Results:
The workflow doesn't continue and no error is given. The workflow continues to be in the 'running' state in the admin ui.

Expected Results:
That an email would be send to the email specified in the WOH.
