New User Login Error

Steps to reproduce

Steps to reproduce (distributed setup, admin, engage, worker) :
1. Create User without any Roles
2. Try to Login, with the new createt user, at AdminUI

Actual Results:
The login failes with an "HTTP Error 403
Problem accessing /admin-ng/index.html. Reason:
Access is denied
Powered by Jetty://"

I guess opencast is trying to redirect to the EngageUI because the standard login url looks like:
oc-admin:8080/admin-ng/login.html
after trying to login it tells me:
oc-admin:8080/engage/ui/index.html
what doesnt work.

Also, i have to delete my current opencast cookies, to get access to the AdminUI again.
Maybe some things are not correctly stored in it after unssuccesful login?
