Multiple issues with LDAP in branch 2.3.x

      1. Follow the instructions in https://docs.opencast.org/r/2.3.x/admin/configuration/security.ldap/
      2. Log in with an LDAP user and start a workflow
       
      Actual Results:
       Nothing happens. Workflow operations hang and the logs show the message:

      "Unable to dispatch job <jobid>: creator '<userr_id>' is not available".

      A close inspection of the configuration files reveals that the necessary bundle "matterhorn-userdirectory-ldap" is not even deployed.

      When the bundle is manually deployed, an "OSGI Wiring Exception" is printed, revealing that there are missing dependencies to the bundle.
       
       Expected Results:
       Using an LDAP as user provider should work without issues, provided the steps indicated in the docs are followed
