Non-admin users cannot modify ACLs in their own events

      Steps to reproduce:
      1. Create an unprivileged user with the ability to log into the admin UI and create and modify events
      2. Schedule an event with that user
      3. Click on the blue icon to edit the event and open the "Access Policy" tab
       
       Actual Results:
      All the roles are greyed out and the user cannot modify them, delete them or add new ones
       
       Expected Results:
      Users should be able to modify all parameters in their own events unless other restrictions apply
       
       Workaround (if any):
       Only the administrator can edit or change roles
