Cleanup undispatchable jobs

Steps to reproduce

During shutdown or process kill it may be possible that undispatchable jobs e.g. ingest zip jobs stay in running or instantiated state. These job are then never touched again after a restart and remain forever in these states. In the running state case it indicates having load on the service which slows down the whole system. So these jobs should be set to canceled during startup.
